U.S. Virgin Islands Nonprofit Helps Community Focus on Disaster Recovery and Resiliency

After Hurricane Maria battered the U.S. Virgin Islands in 2017, the St. Croix Foundation, a nonprofit community organization, worked with its public, private, and philanthropic partners to help rebuild St. Croix, the largest of the islands. The foundation, founded in 1990 in the aftermath of another large storm, launched a series of “community resilience hubs” to help residents recover from the storm while making the community more sustainable and resilient to face future natural disasters. These hubs consist of two newly solarized community centers, which young adults renovated as part of a workforce training program, seven durable food stands from which farmers can sell produce in vulnerable neighborhoods, and an upcoming hurricane-ready community facility. This repurposed theater will house residents during and after major storms and operate as a performing arts center during other periods. The performance of these hubs during the COVID-19 pandemic makes the foundation optimistic for their broader success.

Alexandria, Louisiana: HUD's Rental Assistance Demonstration Program Transforms Aging Public Housing Projects

Facing aging housing stock and a high poverty rate, the Alexandria Housing Authority decided to use HUD’s Rental Assistance Demonstration (RAD) program to convert its public housing inventory to affordable housing. The first project in the portfolio conversion, Harmony Garden Estates, is 172 units of affordable housing spread across 3 sites, which replace old and deteriorating structures with modern features in energy-efficient units that encourage resident interaction. The project also advances the city’s efforts to improve relations between law enforcement and the local community and connects residents to a nearby employment hub.

Call For Papers: Cityscape Symposium on Housing for Those Who Have Served in Our Military
In 2025, Cityscape intends to publish several articles in a symposium that explore research on housing for U.S. military veterans and their families. We seek quality studies across a broad range of areas related but not limited to: housing instability, supported housing or other publicly subsidized housing, individual or policy-level housing interventions, and other housing-related topics that include veterans. A central goal is to identify a collection of papers that examine housing for veterans from multiple disciplines and topics. Papers may be from any discipline but broad enough for a multidisciplinary audience. We are especially interested in articles that are not dedicated to health outcomes. Articles must be original work not published elsewhere.

Papers deemed appropriate for the symposium will be peer reviewed and may need to be revised and resubmitted before a final decision on publication is made. Proposals are due by December 1, 2024. For those invited to submit, full manuscript submissions will be expected by May 1, 2025.

HBCU Research Centers of Excellence Funding Opportunity
On April 9, 2024, PD&R posted a Notice of Funding Opportunity (NOFO) to support Research Centers of Excellence at Historically Black Colleges and Universities (HBCUs). Through this NOFO, HUD seeks HBCUs with demonstrated capacity to conduct rigorous and policy-relevant research, develop actionable policy recommendations, and share findings with policymakers, community organizations, and other key stakeholders able to implement policy and programmatic solutions to challenges in underserved communities. The funding encourages innovative approaches and partnerships, with grants ranging from $1 million to $4 million for multiple research projects. Applications are due on July 9, 2024.

Call For Entries: 2024 HUD Secretary's Award for Excellence in Healthy Homes
Submit your nominations for the 2024 HUD Secretary’s Award for Excellence in Healthy Homes! Since 2015, this award has recognized agencies, organizations, and Tribes that advance healthy homes while advancing affordable housing, strengthening environmental justice, and addressing climate resilience. In 2024, one organization will be honored for its holistic approach to fostering a healthy homes culture across six key impact areas. Nominations are due May 15, 2024, at 11:59 ET.

Call for Papers: Cityscape Symposium on Landlords and HUD-Assisted Populations
In 2025, Cityscape intends to publish a symposium of articles examining how landlords and property managers shape outcomes for HUD-assisted households. We encourage papers considering the role of landlords and managers engaged with the full range of HUD programs (vouchers, public housing, Low-Income Housing Tax Credit, Project-Based Section 8, homelessness services, mixed-income communities, etc.). Papers may be from any discipline and employ various methods but should be intelligible to a multidisciplinary audience. Articles must be original works not published elsewhere.

The issue’s guest editors are Philip ME Garboden, Crown School of Social Work, Policy, and Practice, University of Chicago, and Eva Rosen, McCourt School of Public Policy, Georgetown University.

Papers deemed appropriate for the symposium will be peer reviewed and may need to be revised and resubmitted before a final decision on publication is made. To be considered for the Cityscape symposium on Landlords and HUD-Assisted Populations, extended abstracts are due by September 1, 2024. For those invited to submit, full paper submissions will be expected by January 10, 2025.
