Abstract: Written mainly for citizens who serve on planning commissions and other advisory and decisionmaking bodies related to local land-use development, this manual highlights some of the steps that communities have taken to reduce the costs of single-family detached houses. The focus is on affordable housing and the local land use regulations that communities are enacting to promote such housing. The discussion of land-use regulation changes considers the use of compact lots planned for privacy and livability; greater flexibility in the siting of houses; greater flexibility in the design of sidewalks, streets, and other site improvements; and the uses of factory-built housing. Regulatory changes that can encourage the construction of smaller and more affordable houses are also presented. Photographs and diagrams illustrate the alternatives suggested and compare them with traditional configurations. Three organizations from which to obtain further information and 14 references are supplied.
