A new report from HUD's Office of Policy
Development and
Research presents an exploratory study
of the Housing
First approach, which offers permanent
supportive
housing for the chronically homeless
population. A
substantial portion of this group suffers
from mental
illness and co-occurring substance-related
disorders.
Researchers canvassed 33 Housing First
programs to
obtain an overview and description
of key features that
appear to result in positive outcomes
for clients. Three
programs located in Seattle, Washington;
New York City,
New York; and San Diego, California
were examined in
detail to ascertain client characteristics
at
enrollment, a program's success in
improving housing
stability for clients, and other outcomes.
The findings and associated housing
policy implications
are reported in The Applicability
of Housing First
Models to Homeless Persons with
Serious Mental Illness.
