The purpose of this study was to make a nearly examination of how the Community Development Block Grant Program is being carried out by Urban Counties and to surface issues or problems needing attention. This was seen as being particularly important since Urban Counties area largely new vehicle for carrying out HUD-funded community development activities and have consumed a far greater than anticipated share of the CDBG funds.
