This study analyzes the cost and availability of financing for small multifamily properties and barriers to financing. The study synthesizes the analysis of these issues that was utilized by the Department in its 2000 rulemaking and which is discussed in the technical appendixes to the published regulation. It includes both analysis of data on mortgage financing for multifamily properties of different sizes and findings from interviews with lenders, developers, and others involved in the market.
