
HCV Tenant Accessibility Study: 2001-2002 (August 2004, 163p)
This study evaluates the feasibility of conducting a nationwide survey of persons with physical disabilities in the Housing
Choice Voucher (HCV) program. The proposed national survey would collect data on the experiences of voucher holders with physical
disabilities in finding accessible assisted housing. This is a report on a pilot study that surveyed a random sample of 400 HCV
tenants served by six public housing agency (PHA) jurisdictions across the country. Case studies at the same six PHA sites
further explored the issues facing voucher holders in their search for accessible housing. Focus group discussions were
conducted with physically disabled tenants, as well as with landlords who participate in the HCV program. PHA staffers were
also interviewed. While responses from the mail survey and the site visits are not nationally representative, they shed new
light on the experiences of persons with physical disabilities in the HCV program.
