To achieve this diversity, the report recommends promoting higher-density, mixed-income housing developments near transit facilities by adopting favorable transportation policies and planning tools, such as incentive-based zoning, density bonuses, and flexible development standards. Other planning and financing tools listed in the report include restrictions on condominium conversions, transit overlay districts, low-income tax credits, and tax increment financing
