Description The Los Angeles Code Resources contains the city's Charter and Administrative Code and the Municipal Code. Section 5.522 of the Administrative Code contains the legislation for the creation of the City’s Affordable Housing Trust Fund. The activities of the Fund include loans and grants, and any other activities that serve to increase the supply of decent, safe and sanitary affordable housing in the City of Los Angeles. The Community Development Department, created by Division 22, Chapter 19 of the Administrative Code, is the agency responsible for carrying out community development programs, including many affordable housing duties. Sec. 22.471 lists affordable housing credits requirements and regulations. The law states that a developer or project owner required to pay a fee pursuant to the Affordable Housing Mitigation Fee Ordinance can receive a credit against the fee by providing Affordable Housing Facilities within a ten (10) mile radius of their project. Chapter 24 of the Administrative Code created the Los Angeles Housing Department. Article 4 of this chapter (Section 22.607 – 22.613) deals with the creation and operation of the Affordable Housing Commission. The seven-member commission is appointed with the intention of representing and furthering the interests of non-profit providers of affordable housing and tenants, respectively. The commission is empowered (section 22.611) to advise the Mayor and City Council on the City’s housing needs; provide a public forum for the discussion of such issues; conduct public hearings on HUD mandated housing plans; perform affordable housing needs assessments; and make recommendations to improve coordination of the City’s housing programs and policies, amongst many other duties. Chapter 1 of the Municipal Code establishes regulations in the “RMP” Mobilehome Park Zone (Section 12.09.03). The purpose of the Park Zone is to encourage the provision of affordable housing, by permitting both the retention and expansion of existing mobile home parks and the establishment of new mobile home parks.
