| Description |
The codes of the City of Saint Paul contain many sections that are relevant to affordable housing. Chapter 93 of the Saint Paul Administrative Code discusses the City’s Replacement Housing Policy, which protects against the loss off affordable rental housing due to City-assisted development projects. The loss is reviewed in relation to the overall supply of affordable rental housing in the City, and if appropriate, a plan would be developed to replace lost rental housing with housing that meets the needs of the City's low-income residents.
Chapter 10, Section 03 of the Administrative Code establishes the Division of Neighborhood and Housing within the Department of Planning and Economic Development. The division works with neighborhood-based organizations to implement the City’s housing and redevelopment plans. The division also maintains and improves the City’s existing housing stock through rehabilitating existing housing and developing single-family and multifamily housing units. Most importantly, it is this division that manages the development of new rental housing for lower-income families. The division is also involved in originating mortgage loans for first-time homebuyers, and also finding tenants for vacant residences.
