Description The St. Petersburg Code of Ordinances contains several sections that are relevant to the provision of affordable housing. Chapter 8 concerns building regulations; Chapter 16 land development regulations; and Article 2 of Chapter 17.5 housing development programs. Chapter 8 of the Code covers building regulations. Section 103 details the authority of building officials, including the power to revoke a permit if work does not conform to the Code (103.2.2), and the authority to modify Code provisions when there are practical difficulties involved (103.6). Section 104 details rules governing permits and fees. Chapter 16 details regulations governing land development. Article 2 concerns the Comprehensive Plan, which is intended to encourage the most appropriate use of land, water, and resources consistent with the public interest. Article 4 covers community redevelopment in five specific community redevelopment areas as designated by the Municipal Code. Article 8 covers the preservation of historic buildings and Article 10 is the Neighborhood Design Review Ordinance. Article 2 of Chapter 17.5 is also notable, as it establishes the Single-family Housing Development Program (Section 25) and the Multi-Family Housing Development Program (Section 26). These programs are designed to eliminate substandard housing and to provide affordable housing for persons and households of very low, low, moderate and middle income. The Code authorizes the use of City funds and services to assist developers. This site was accessed in November 2003.
