Description The Memphis Code of Ordinances covers affordable housing regulations. Section 48-6 created the "department of housing and code enforcement" and empowered the manager to exercise the powers described.

Chapter 48 is the Housing Code. Article XI of this chapter is the Fair Housing law for Memphis. Sec. 48-255 describes unlawful practices, including discrimination in any form against people because of race, color, religion, national origin, sex, age, familial status, source of income or disability.

Sec. 2-228.b describes the reimbursement of certain fees collected by the city engineer for asphalt paving and certain sewer development fees collected by him under Chapter 33 of the Code of Ordinances. Only new residential subdivisions (lots and the residential structures thereon) located within the city limits of Memphis which have been certified by the division of housing and community development as meeting the affordable housing guidelines of the city are eligible for fee reimbursement.

Appendix A deals with zoning. A special exemption allows for one mobile home per zoning lot classified in the agricultural district (Section 11 Part B). Section 15 creates incentives for multi-family developments; in essence, it is a density bonus.
