Abstract: In 2003 the District of Colombia’s Mayor and Council established a Comprehensive Housing Strategy Taskforce to address changes in the District’s housing market. This paper examines the Taskforce’s Comprehensive Housing Strategy goals of preserving and creating mixed-income neighborhoods, providing sufficient housing to allow for notable growth in the District’s population, and looks in detail at other cities use of policy instruments in expanding the housing supply, developing neighborhoods, preserving affordable housing, and managing existing housing stock.
