The Voucher Issuance Program (VIP) is a user-friendly, web-based software package designed as a tool to help Public Housing Agencies (PHAs) manage the voucher issuance process. VIP will help PHAs fully utilize their vouchers without exceeding their calendar year budget authority.
The program is the product of years of research by HUD's Office of Policy Development and Research on success and utilization rates in the Voucher Program. VIP takes into account factors related to success, such as how likely it is that families will be successful in leasing a unit and how long it will take families to lease up, in generating an accurate estimate of how many vouchers to issue. The system is set up to use a PHA's own information on the factors related to lease up, or it can use estimates of the factors based on previous national research. Once the necessary information has been entered, the program generates a report of the number of vouchers the PHA needs to issue, after taking into account turnover and success rate of the voucher recipient. The estimated number of vouchers a PHA needs to issue covers two components that are calculated separately: normal voucher turnover and "catch up" vouchers, which are based on any underutilization in the calendar year to date. Each month, VIP will take into account the actual performance from the previous month. Once a PHA has entered initial data about its annual budget and baseline units, it takes only a few minutes each month to update the calculations.
