Cityscape Symposium on Landlords and HUD Assisted Populations

In 2025, Cityscape intends to publish a symposium of articles examining how landlords and property managers shape outcomes for Housing and Urban Development (HUD) assisted households. We encourage papers considering the role of landlords and managers engaged with the full range of HUD programs (vouchers, public housing, Low-Income Housing Tax Credit, Project-Based Section 8, homelessness services, mixed income communities, etc.). Papers may be from any discipline and may employ a range of methods, but should be intelligible to a multidisciplinary audience. Articles must be original work not published elsewhere.

Topics to be considered for the Landlords and HUD Assisted Populations symposium may include (but are not limited to):

  • Descriptions of landlords and property managers serving HUD assisted tenants -- their characteristics, behaviors, strategies, etc.
  • Assessments of the impact of landlord characteristics and strategies on the lives of tenants living in HUD assisted properties.
  • Descriptions or evaluations of landlords' and property managers' management practices (for example property maintenance, eviction filing strategies, tenant screening) and their impact on tenants living in HUD assisted properties.
  • Descriptions of non-profit and public management practices within HUD subsidized housing, either alone or in comparison to for-profit management.
  • How programmatic incentives for landlords and property managers intersect with profit motives to shape housing options and the geography of opportunity for tenants.
  • Evaluations of the impact of local landlord regulations on HUD assisted populations and programmatic outcomes.
  • Work that deepens our historical understanding of the role of landlords and property managers in HUD assisted programs.
  • Evaluations or descriptions of local initiatives to improve HUD programs via landlord and property manager incentives, regulations, training, etc.
  • Descriptions or evaluations of public housing authority (PHA) / administrative efforts, challenges, and experiences administering HUD programs as it relates to landlords and property managers.
  • Descriptions or evaluations of tenant screening practices and discrimination on both legal and illegal criteria, for HUD assisted populations.
  • Descriptions or evaluations of tenant organizing, receivership, or management in HUD assisted housing.
  • Research how HUD policies and evaluation frameworks (e.g. the change from PHAS/HQS to National Standards for the Physical Inspection of Real Estate (NSPIRE)) shapes landlord and property manager behavior.

We encourage papers that highlight and explore questions of racial inequity, gender discrimination, and other power dynamics among landlords, property managers, and tenants in HUD assisted housing.

The symposium is intended to bring together a number of excellent, in-depth research papers that could help improve outcomes for HUD assisted.

Papers deemed appropriate for the symposium will be peer reviewed and may need to be revised and resubmitted before a final decision on publication is made. To be considered for the Cityscape symposium on Landlords and HUD Assisted Populations, extended abstracts (1-page single spaced) are due by September 1st, 2024. For those invited to submit, full paper submissions will be expected by January 10th, 2025.
